आतंकवाद की त्रासदी के विरुद्ध भारत का संघर्ष दशकों से चलता आ रहा है और भारतीय विदेश नीति दस्तावेजों के रेकार्डों एवं पुरातत्व इस त्रासदी को समाप्त करने के लिए हमारे द्वारा किए जाने वाले प्रयासों के साक्षी होंगे।

क्योंकि यह एक विश्वव्यापी संकट है . विश्व के उत्तरी गोलार्ध के काफी बडे हिस्से को उजाड कर इसने अब दक्षिणी गोलार्ध के औद्योगिक क्षेत्रों की ओर अपना रूख किया है . यह अस्थिर विध्वंसक जंगलों को खा जाता है , ताजे पानी के स्त्रोतों को अम्लीय बना देता है , मनुष्य को भी अपनी चपेट में ले लेता है तथा हमारी प्राचीन संस्कृति एवं सभ्यता के प्रतीक तथा बीते समय के साक्ष्य के रूप में खडे हुए स्मारकों और भवनों में न ठीक हो सकने वाली क्षति पैदा कर देता है .

20. Of course India is a victim of terrorism as no other country has been but there is a recognition which is also recognized by Panama and its leadership that we need to work collectively to combat this menace and scourge, that there has to be an international voice against those who aid and abet terrorism, those who finance and train terrorists and where the United Nations and otherwise speak in one collective voice to condemn terrorists and supporters of terrorists.

इसमें कोई संदेह नहीं कि भारत जिस तरह से आतंकवाद का शिकार है, उस तरह कोई अन्य देश नहीं है, लेकिन इसे स्वीकार किया गया है और पनामा तथा उसके नेतृत्व ने भी माना है कि हमें इस खतरे और संकट से निपटने और उसका उन्मूलन करने के लिए सामूहिक रूप से काम करने की जरूरत है, इसके खिलाफ एक अंतरराष्ट्रीय आवाज होनी चाहिए, जो आतंकवाद की सहायता करते हैं, जो आतंकवादियों को वित्त पोषित और प्रशिक्षित करते हैं, या अन्यथा उनका समर्थन करते हैं उनके विरुद्ध संयुक्त राष्ट्र और अन्य मंचों पर एक सामूहिक आवाज होनी चाहिए। आतंकवादियों और उनके समर्थकों की निंदा की जानी चाहिए।

21. Once again there was appreciation expressed on both sides for the cooperation that we undertake at the United Nations and in that context leaders from both sides agreed that we should work together to combat the scourge of terrorism which is a menace, in all its forms and manifestations and that the international community along with Guatemala and India should work at the UN as well to ensure that those who aid and abet terrorism or provide terror financing have to be dealt with very strictly.

संयुक्त राष्ट्र में दोनों पक्षों द्वारा किए गए सहयोग की प्रशंसा की गई और उस संदर्भ में दोनों पक्षों के नेताओं ने इस बात पर सहमति व्यक्त की कि आतंकवाद अपने सभी रूपों और अभिव्यक्तियों में एक खतरा है और हमें आतंकवाद के संकट से निपटने के लिए मिलकर काम करना चाहिए। ग्वाटेमाला और भारत के साथ अंतर्राष्ट्रीय समुदाय को संयुक्त राष्ट्र में भी यह सुनिश्चित करना चाहिए कि जो लोग आतंकवाद की सहायता करते हैं और उन्हें बढ़ावा देते हैं या आतंक को वित्तपोषण प्रदान करते हैं, उनसे बहुत कड़ाई से निपटा जाना चाहिए।
